Hammurabi ruled the Babylonian Empire, which stretched across Mesopotamia and the Fertile Crescent. As city-states in the empire grew larger and more complex, a system of law and order was needed. Hammurabi created a code of law to establish justice in his empire. This code was written in cuneiform and displayed on huge pillars.
